David K. Brown The METL Advocate David K. Brown has been the key trainer for the Navy's Mission Essential Tasks programs for U.S. Fleet Forces Command and laid the groundwork for establishing the concept for Commander Naval Installations Command, the Navy Reserve, and  the new Navy Expeditionary Combat Command.  He aided NMETL efforts at BUMED and the Center for Meteorology and Oceanography, and advocated for NMETL efforts throughout the Fleet.
